Understand COE

The COE questions we get asked most

Because policy caps how many certificates exist, and nothing caps demand. The quota is built from vehicles taken off the road plus whatever growth policy allows, so most of what comes up each round is recycled rather than new. Bidding against that fixed pool: private hire fleets, plus every owner whose car has just hit 10 years. One read is that price is the only part of the system left free to move. No, not the way the bidding works. What you enter is a reserve price, the most you are willing to pay, and the system bids you up in one dollar steps from there. It stops at the Current COE Price, the highest unsuccessful bid plus one dollar, and that closing figure is the quota premium every successful bidder in the category pays. A high reserve price buys staying power while others revise upward. It does not raise the bill. Our guide to how a quota premium is set covers the rest of the mechanics.

In most dealer quotes, yes. The figure on your sales agreement normally bundles the car, the COE, ARF, registration fees and GST into one number. The premiums on this page are only the COE part, which is the licence to keep a car on the road for 10 years, before you have paid for any car. Two things to ask before you sign: is the quote COE-inclusive, and is it capped or open. Our COE explainer covers what sits inside a Singapore car price.

Twice a month, going by the LTA schedule. An exercise usually opens at 12pm on the first and third Monday and closes at 4pm that Wednesday, with the result out as soon as it closes. Public holidays push the dates around, so the gap between rounds is not always exactly two weeks. LTA publishes the full bidding calendar for the year, and the numbers here update within hours of each close. Our guide to reading COE results covers what LTA publishes and when.

LTA ties it to two dates, not one: when you renew, and when your COE expires. Renew inside the expiry month and nothing is forfeited, because the new term starts the day after the old one ends. Go earlier than that and you give up whatever is left on the old certificate. After expiry it flips: you pay the PQP of the month your COE expired plus a late fee, and the vehicle is deregistered until you renew. The rate itself is a three-month moving average, and the PQP block above carries the current figure for each category that has one. Our COE renewal guide runs through the deadlines.

Yes, Cat E can be used for a car. It is the Open category, everything except a motorcycle, so it can register a Cat A car, a Cat B car or a goods vehicle. The cheap back door reading rarely holds up. Big-car and fleet buyers bid there too, and Cat E often closes near or above Cat B. One catch on renewal: LTA makes a Cat E vehicle renew under its corresponding category A to D, so there is no Cat E PQP. Our Cat A vs Cat B guide covers where the category lines fall.
